Obtaining a Building Permit

Step 1: Zoning Verification and Land Use Permit Planning Department (919) 989-5150.

  • Submit a Site Plan (may include a stormwater plan).
  • Allow approximately two weeks for review process by the Planning Dept. and the Stormwater Administrator.
  • Appropriate fees are required for Dept.’s review.

Step 2: Public Utilities Dept. for water/sewer confirmation (919) 989-5075 or Environmental Health for well/septic permit (919) 989-5180.

  • Clarify whether site for industry or commercial development will receive water/sewer service from County, or whether site will require a well or septic tank. State approval may be necessary for subsurface disposal.

Step 3: Building Inspections Department (Building Permit)* (919) 989-5060

  • Submit 2 sets of building plans that have been sealed by an NC Engineer, copy of Land Use Permit, Public Utilities/Env. Health confirmation of water/sewer service and 911 address.
  • Allow approximately 2-3 weeks for review.
  • Pay prevailing fees for building permit.

Note: These departmental reviews must occur in order to obtain a building permit for an area in un-incorporated portions of Johnston County. If the area is located inside a municipal jurisdiction or its ETJ, then at municipality’s policies and regulations shall apply and be administered by that entity.

* The Building Inspections Department can review certified building plans during or in advance of the issuance of a land use and stormwater permit. However, no building permit can be issued until all regulatory reviews have occurred.
